Is it possible file a small claim via phone and online? I am in CA and defendant is in Broward County, FL

I have never heard of filing a small claims suit by phone, but everything that I file, as an attorney, must be filed online. I suppose that if you hire an attorney on the phone, it can be done that way. But I do not think that you can call the clerk and file a suit.
